The Ministry of Internal Affaires and Administrative Reform
The medical activities and health programs implemented and realized by the Ministry of Internal Affaires and Administrative Reform (M.I.R.A.) are coordinated by the General Medical Directorate (D.G.M.).
This department of M.I.R.A. is permanently preocuppied by improving the quality of medical services designated to the personnel and also to the establishment of partership and collaboration relationships with other institutions and organizations, both national and international.
The General Medical Directorate (G.M.D.) identified that the HIV/AIDS field is one of a priority importance and therefore in the past few years has been initiating various activities targeting the control of this disease among the M.I.R.A. personnel.
Considering the fact the G.M.D. benefited of Global Fund financing right from the 2nd Round, the institution developed projects designed for a better knowledge and application of some prevention measures, as well as for improvement of the medical assistance quality provided for M.I.R.A. personnel, respectively:
- Prevention of Sexual Transmitted Infections and HIV/AIDS in M.I.R.A 's educational institutions and military units;
- Acquiring adequate knowledge, practices and behaviors regarding ITS/HIV/AIDS and substance abuse for the vulnerable groups being temporarily in the police arrest.
These projects, already started during the 2003, are still being carried out.Subsequently, these projects had been joined by the activities financed by the 6th Round of Global Fund, according to the Grant Agreement concluded with Romanian Angel Appeal, Foundation, the Principal Recipient of this financing round.
These activities are part of the project "Acquiring adequate knowledge, practices and behaviors regarding ITS/HIV/AIDS and substance abuse for the vulnerable groups being temporarily in the police arrest ".
Based on an efficient and long term partnership that MIRA has with Youth for Youth (TNT), the project will develop for 2 years (July 2007 - June 2009) and will target 23 police arrests within Bucharest and other 21 counties (Botosani, Suceava, Iasi, Vaslui, Bacau, Braila, Galati, Tulcea, Constanta, Maramures, Satu Mare, Bihor, Arad, Timis, Caras Severin, Mehedinti, Hunedoara, Cluj, Dolj, Prahova, Brasov).
The core objectives consist in training the medical and non-medical personnel regarding the sexual transmitted infections (ITS) and HIV/AIDS, and also the substances abuse for people being temporarily in the police arrest and belong to some vulnerable groups.
In the same time, the project focuses on HIV/ITS prevention among the personnel working in the police arrests.As for the project's results that are to be expected are a better knowledge and application of the HIV/ITS prevention measures both by the personnel who ensure the surveillance and guard for people from vulnerable groups, being arrested, and by personnel who ensure medical assistance.
The methodology the G.M.D. uses in order to reach the project's objective is based on:
- Developing two training sessions for the medical and non-medical personnel who carry out the activity in the police arrests, where they have direct contact with identified vulnerable groups (intravenous drug users and commercial sex workers).
- Organizing some meetings for information dissemination by the personnel trained within these training sessions. The receiver of these meetings for information dissemination is the personnel involved in surveillance/guard of people being temporarily in the police arrests.
- Procurement of 23 medical kits for specialized assistance both for the surveillance personnel and people being temporarily in the police arrests.
- Informative materials' distribution within the police arrests on HIV/AIDS and substances abuse with intravenous usage in order to train the identified vulnerable groups (the intravenous drug users and the commercial sex workers) and also regarding the HIV/AIDS prevention methods.
