The General Directorate of Social Assistance and Child Protection Hunedoara (DGASPC)

As a local representative of the National Authority of Social Assistance and Child's Protection, DGASPC has the mission to implement the social assistance legislation, politics and strategies regarding the protection of child, family, people living alone, elders and handicapped and also any other person in need.

The main interventions areas of the DGASPC are:

  • The child separated of his parents
  • Promoting the social integration of the handicapped people as active citizens able to control their own life
  • Providing support for families who are composed of a handicapped member
  • Increasing the labor force for handicapped people.

As a summary, the functions the DGASPC Hunedoara has are the followings:

  • strategy,
  • coordination of the social assistance and child's protection activities within the county;
  • administration of the available funds;
  • collaboration with the public services and the representatives of the civil society who are active in the area;
  • executive, by assuring the human, material and financial resources necessary for the implementation of the strategies regarding the actions against poverty, prevention and fight against social marginalization;
  • representative of the county council - internal and external - in the social assistance and child's protection.

At the end of the first quarter - 2007 DGASPC Hunedoara subordinated:

  • 10 residential centers
  • 4 day care centers
  • 2 day care centers for the handicapped child
  • 2 maternal centers
  • 19 apartments
  • 1 Emergency shelter
  • 2 emergency apartments
  • One day care centre for the child with deviant behavior
  • Residential Centers for Adults (CIA - 7 centre; L.P. - 7 case)
  • Integration Center through Occupational Therapy - 1 centre
  • Ambulatory rehabilitation centers for handicapped people - 3 centers.

With the 6th Round of Global Fund, DGASPC will implement a project aimed for fighting against HIV - prevention thorough information on behavior change by outreach activities.

Mainly, this project targets the rroma children and youngsters - considered a vulnerable social group - by informing them on the HIV/AIDS prevention.The core objective of the foreseen activities is to increase the access of the population part of the vulnerable groups to the support and prevention services, the target group is the rroma children and youngsters from the rroma communities within Geoagiu, Orastie, Brad and Hunedoara.

The implementation of this project includes the organization - by end of 2008 - of 10 information sessions sustained by two DGASPC specialists who will present in an accessible manner the topics proposed for this campaign.

Their intervention will be structured so that the highlight will be on stopping the HIV transmission among the rroma communities through some information sessions and correct educations.

Also, another issue will be followed during these educative-information sessions, namely eliminating the existent prejudices on the HIV infected people, but also informed adoption of a sexual behavior that would avoid risking the individual and collective health.

Besides organizing these informative sessions, there will also be disseminated 1.200 leaflets, 600 brochures, 60 bilingual posters, both in Romanian and Romani language.

The dissemination of these materials within the communities will be possible by the participation of the social assistants from the Public Services of Social Assistants in Orastie, Geoagiu, Brad and Hunedoara, and also by the participation of the rroma mediators in these counties.
