ACTIVITIES DEVELOPPED BY ROMANIAN ANGEL APPEAL (PRINCIPAL RECIPIENT)
HIV/AIDS GRANT:
1) Finalization and dissemination of the package of instruments for the evaluation of implementing organizations and institutions, in the following fields:
- Organizational capacity;
- Financial management of the project;
- Previous experience in implementing;
- Human resources and available materials.
2) Global Fund's finalization and approval of the Operational Manual accordingly to the Round 6 and the standard sub-funding Agreements.
3) Evaluation, finalization of negotiations and signing the sub-funding agreements with the HIV/AIDS grant implementers.
Results:
- Finalization of negotiations with 23 implementing organizations and institutions;
- Signing the sub-funding agreements for the implementation of 56 programs (89 % of all grant agreement projects), with the following sub-recipients:
- ACCEPT Association,
- Close To You Romania Foundation (ADV),
- The Ecumenical Association of Churches in Romania (AIDROM),
- ALIAT Foundation (Alianţa pentru Lupta Împotriva Alcoolismului şi Toxicomaniilor),
- The Romanian Association against AIDS (ARAS),

- People's Development Foundation (FDP),
- Health Aid Romania Foundation (HAR),

4) Analysis of progress reports of the activities developed by implementers during July-September 2007.
TB GRANT:
1) Review and preparation of the documents necessary for signing the TB Grant:
- Establishment of the appropriate activities for each intervention area;
- Finalization of the work plan and progress indicators;
- Negotiation of the key-indicators and impact indicators;
- Finalization of the budget and the procurement plan.
2) Grant Agreement signing: the Grant Agreement between the Global Fund and the Romanian Angel Appeal Foundation as Principal Recipient had been signed on September 24th.
The date agreed to starting of the program was October 1st 2007.
3) Dissemination of the package of evaluation instruments to the implementing organizations and institutions:
- evaluation of the capacity of implementing organizations and institutions to ensure an appropriate implementation of the programs funded by the Global Fund, in the following areas:
- Organizational capacity;
- Financial management of the project;
- Previous experience in implementing;
- Human resources and available materials.
COMMON ACTIVITIES IN HIV/AIDS AND TB AGREEMENTS:
1) The continuation of the VAT co-financing regulation measures, in order to procure goods and services under the Global Fund - Round 6:
- Meetings between RAA Foundation representatives and decision authorities from the Public Health Ministry (MSP):
- Foreign Affairs Service,
- General Direction of Judicial Assistance,
- General Direction of Foreign Budgets and Grants,
- The Cabinet of the State Secretary, conf. dr. Vlad Iliescu.
- Consultations concerning measure necessary to the amendment of the existent regulations, which would allow finding a solution for the VAT problem (Government Decision/Emergency Ordinance / Ministry Ordinance).
2) The Participation of the RAA Foundation delegation to the Regional Reunion of the Global Fund and to the MDR-TB Work Group Meeting of the STOP TB Partnership, both organized at Tbilisi, Georgia.
The RAA delegation that participated at this meeting was made of: Dr. Silvia Asandi, RAA General Manager, Dana Marin, RAA Financial Manager, Dr. Iulia Husar, M&E TB officer, Fidelie Kalambayi, M&E HIV/ AIDS officer.
The participation of the RAA delegation at this meeting was an opportunity to present the stage of the Round 6 implementation in Romania and to make a very useful experience exchange with the delegations from the other participating countries.
