The Global Fund launches new instruments of M&E!

Permanently focused on improving the coordination systems of the programs that finances, The Global Fund launched some days ago a new Monitoring and Evaluation Guidelines (M&E).
During the past 4 years had been issued 2 other similar versions, in 2004 and 2006, both proved to be very useful work instruments both for those who coordinate the activities financed by Global Fund.The elaboration and adopting a new M&E unitary system represents an important step forward as it ensures a better data collection, centralization and interpretation.
The Addendum launched in March 2008 brings as a new element measurements systems and indicators relevant for the prevention and control programs for the three serious diseases: HIV/AIDS, TB and Malaria. Also, it represented one of the reference documents for the countries who prepared the applications for the 8th Round of finance.
The objectives that stood at the basis of reviewing the second version (January 2006) of the M&E Guidelines can be summarized as such:
- tailoring and updating the content according to the partners' new programmatic strategies;
- including the revised recommendations on the monitoring systems financed by Global Fund;
- perfecting the M&E systems for the already existent strategies (e.g. the strategy of strengthening the public health systems);
- establishing some improved methods of measuring and defining the key indicators;
- ensuring a direct and clear connection between the indicators, collected data and its analysis systems, especially of those that need support and additional investments (e.g. use of 10% of the funds allocated to elaborate relevant studies).
The progress registered in monitoring and evaluating the activities financed by Global Fund is remarkable.
The implementation of all these, was possible not only with the support of the Fund's specialists team but also experts from different interfacing fields of activity, and with the practice experience of the Recipient organizations and institutions.
