SDA1: Prevention: BCC - community outreach

  • Number of injecting drug users reached with HIV/AIDS prevention programs

    "Prevention programs will include provision of services including needle exchange, distribution of IEC materials, referral to voluntary counseling and testing, condom distribution, risk reduction counseling and referral to services.
    Cumulative targets partially reflect beneficiaries included in the baseline who have benefited from prevention services prior to the start of the reporting period. The program will cover five cities (Bucharest and four other cities with population of over 300,000 inhabitants)."

    Target substantially met (98%). The value reflects the number of clients (unique codes) who received services since the beginning of the Rd6 program. Mapping activities have continued for identifying SWs working indoors (massage parlors, apartments, hotels, bars etc.) and over the Internet. Implementer: ARAS.   • Number of men having sex with men reached with HIV/AIDS prevention programs

    "Prevention programs include provision of services such as condom distribution, distribution of IEC materials, interpersonal IEC and referral to services if needed. Services will be offered in venues or MSM meeting places. The targets refer to person-contacts.

    Target exceeded (129%). Both ACCEPT & PSI target MSM from the same 10 cities. ACCEPT reaches them through face-to-face outreach interventions, while PSI through online IEC. Therefore, the value counted for the key indicator represents only the number of person-contacts reported by ACCEPT. Besides ACCEPT, PSI reported 51,634 person-contacts in Q1-Q10, representing: # of chat-room users who engage in discussions with the chat moderator (2,209) + # of users of the online portal (44,913) + # of online users (hi5.com, plantromeo.com) with MSM identified personal profiles, who receive sexual health messages (1,748) + of recipients of the email newsletter Total Gay (same 2,764 all through the program). All the online content is related to sexual health, HIV prevention, referral to and information about health and psychosocial support services. Using a capture-recapture method (starting Q6), PSI & ACCEPT reached with prevention services reportedly 1,750 MSM counted as unique individuals. Implementers: ACCEPT & PSI. Geographic coverage: counties of Bucharest, Cluj, Constanta, Dolj, Timis, Mures, Buzau, Brasov, Galati, Iasi and visitors of the online prevention resources.

  • Number of Roma reached with HIV/AIDs prevention programs

    Target exceeded (151%). The value represents the number of individual Roma persons participating in group IEC sessions organized in their communities. The three implementing organizations work in different counties (there is no risk of clients' overlap). Implementers: ARAS, Save the Children, DGASPC Hunedoara. Services are offered in more locations than initially planned & the they reach a growing number of children and youth who live temporarily in the streets (i.e. just during daytime, sometimes at night, youth running from institutions etc.).     The estimated prison population in the country is 35,000 on an annual basis. Cumulative targets partially reflect beneficiaries included in the baseline who have benefited from prevention services prior to the start of the reporting period.

    Target partially met (70%). The number includes 1,151 individual prisoners trained as peer educators and other 17,687 individual prisoners who participated in group IEC sessions, conducted by health educators. ARAS & ADV have reported an additional number of about 4,000 prisoners who received information about HIV/AIDS from the peer educators. These activities are not documented with lists of participants, but only by reports mentioning a consolidated number. Implementers: Romanian Harm Reduction Network, ALIAT, ARAS, INTEGRATION, Close to You. Geographic coverage: all the penitentiary units in the country.

  • Number of injecting drug users (IDUs) and commercial sex workers (CSWs) temporarily in police arrests reached with HIV prevention programs

    Target not met (47% ). No prevention activities have been carried out from Q8. MAI postponed several times the signing of the Phase II sub-grant agreement because of the instability that governed Romania's political scene during the second half of 2009. Implementer: Ministry of Interior and Administrative Reform (MIRA / currently MAI). Geographic coverage: police arrests in 22 counties.

  • Number of people from vulnerable groups trained to deliver HIV prevention through peer education and community outreach programs

    "The indicator and related targets refer to peer educators trained to support positive prevention among PLWHAs, peer educators among prisoners, street children and youth, peer educators andpopular opinion leaders (POLs) among MSM, community leaders and peer educators among Roma."

    Target exceeded (102%). The condoms distributed are from different sources: GF funding (primarily), donation from John Snow Institute, donation from Trojan, donation from PSI. In prisons, besides the condoms, have been distributed 99,540 lubricants (condom source: PSI). SDA2: Prevention: Testing and Counseling

    Target exceeded (target set for Phase I, result measured during Phase I).   • Number of injecting drug users, commercial sex workers, Roma and prisoners who have received HIV pre-test counseling/information, were tested and received test results

    "The baseline refers to national data and represents numbers of HIV tests carried out. However, the indicator will measure the number of individuals taking voluntary HIV tests in the areas of program coverage. IDUs, Roma and CSWs will be tested with HIV rapid tests (as part of the community outreach activities), while prisoners will be tested with ELISA tests in prisons. Break-down of cumulative targets by vulnerable groups will be available upon sub-recipients' selection.

    Target exceed (103%). The indicator value for HIV testing among prisoners is substantially met (99% - 9.052 prisoners tested out of 9.100 planned). The indicator value for the other vulnerable groups is exceeded (115% - 3,340 Roma, SWs, IDUs and MSM tested compared to 2.900 planned). Starting Q10, NAP also introduced HVC rapid testing in penitentiaries (55 prisoners tested by the end of the reporting period). Implementers: ARAS, ALIAT, ANA (in partnership with ARAS & NAP). SDA6: Care and support: Care and support for the chronically ill

  • Number of young people living with HIV/AIDS reached with information and education activities within the "Education for life" framework

    "The ""Education for life"" services include provision of information, education and counseling on family planning, unwanted pregnancy, drug use and STI prevention. The activities will be implemented in out of school settings.

    Target exceeded (131%). The number represents YPLWHAs counted as unique clients. The over achievement is due to the activity of UNOPA's 20 member organizations; they implemented the Education for Life program using monthly group sessions with 6-10 YPLWHAs as participants.     Target not met (29%). At the end of Phase I, the indicator has been exceeded (460 service providers trained compared to 340 planned). During Phase II, the same service providers are followed-up (invited to answer to questionnaires, to become members of online discussion forums, receiving regularly additional information & brochures by e-mail). Implementers: SECS, UNOPA. Geographic area: training participants from Bucharest, Bihor, Vaslui, Cluj, Iasi, Dambovita, Hunedoara, Covasna, Brasov, Constanta.

    The impact indicator reported at the end of Q10 has been measured using data from the National AIDS Commission located at the Institute for Infectious Diseases "Prof. Dr. Matei Bals". According to the last report, the number of new HIV cases registered during the period January - December 2009 is 219 - meaning a case notification rate of 10.1 (calculated at a total population of about 21,500,000 inhabitants). (Nominator source: National AIDS Commission, "Romania at December 31st 2009", page 5, www.cnlas.ro; Denominator source: estimation from 2008. The 2009 population size has not yet been published by the National Statistics Institute.)

  • Percentage of injecting drug users (IDUs) who have adopted behaviors that reduce transmission of HIV

    The indicator value is calculated as: NUMERATOR (55): # of IDUs who have adopted behaviors that reduce the transmission of HIV (used condoms at the LAST sexual contact and a used sterile syringes at the LAST injection). DENOMINATOR (385) # of IDUs who injected drugs and had sexual intercourse during the last YEAR). The indicator was measured in 2009 (January - March 2009) among IDUs in Bucharest. The next measurement of the indicator will be reported at the end of Phase II (target set for Y3: 20%).

    The indicator value is calculated as: NUMERATOR: # of SWs from Bucharest and Ilfov who report using condoms all 10 last sexual contacts (regardless of the TYPE OF CONTACT - oral, vaginal, anal). DENOMINATOR: # of SWs included in the sample from Bucharest and Ilfov. A second consistency indicator uses as a denominator "# of SWs from BUcharest and Ilfov who report using condoms all 10 last sexual contacts (regardless of the type of PARTNER - regular, occasional, client)", however, the value of the indicator is higher - 58%. In the next BSS we will follow-up with both indicators, to assess the progress of the program. The data has been collected in 2009 (May-June) among street-SWs in Bucharest. The next measurement of the indicator will be reported at the end of Phase II (target set for Y3: 60%).

Sample size: 840 prisoners. The data has been collected from June 22 until July 10th, on a sample of 840 prisoners.     The indicator value is calculated as: NUMERATOR (219): # YPLWHAs reporting condom use at THE LAST SEXUAL CONTACT (regardless of the type of the partner); DENOMINATOR (335): # of YPLWHAs who reported havin sex during the last 12 months. The original numerator ("# of YPLWHAs reporting consistent condom use with all partners during the last 12 months") cannot be extracted from the data, because of a translation that narrowed down broad term "ALL the partners" to the Romanian "toti partenerii stabili" (all the REGULAR partners). However, the original numerator will be included in the next BSS, while for the program progress the above presented combination of numerator/denominator will be used. The data has been collected from February 22nd untill April 6th 2009, 600 YPLWHAs (aged 18-24). Source: Behavioral Survey among Young People living with AIDS in Romania, 2009, research report.
